Established in year 2020 as special purpose vehicle (SPV) for satellite research, development and project management. It was formed based on industry-academia linkage and network between MCM Value Sdn Bhd (Value Management Consultancy Firm) and MARA University of Technology (known as UiTM) Centre for Satellite Communication.

Adjunct Prof Sr Dr Mohd Mazlan Che Mat was a former Associate Professor in the Faculty of Built Environment at University Teknologi Malaysia with a background in Quantity Surveying and Value Management. He was also the former Quantity Surveying Head of Department at UTM. He used to work with PETRONAS and Public Works Department (PWD) from 1981 – 1984. He used to be Adjunct Professor at University Malaya. He authored a book on VM : Principles & Application published by Prentice Hall & Kreatif Kembara which is the major source of reference to Government of Malaysia VM Guide and Higher Learning Institutions.
Sr Ts Masnizan bin Che Mat was a former Associate Professor in the Faculty of Built Environment at University Malaysia Sarawak (UNIMAS). Before he joined UNIMAS, he was also a Senior Lecturer at Faculty of Architecture, Planning and Surveying at University Teknologi MARA (UiTM) where he was also being seconded to Development Office of UiTM as a Deputy Director (Private Finance Initiative) to manage RM 6 Billion worth of project. He used to work as a Senior Quantity Surveyor in Quantity Surveying Consultant firm before joined UiTM. He is currently actively involved in professional training and also contractor development training programme in Malaysia and Republic of Indonesia. He is also being appointed as a contract and business advisor for Grade G7 Facilities Management Contractor
